This is a replica of a 5-inch solar compass, the type of sundial that crossed the Atlantic with the first explorers of America. A sundial and a compass are two completely different instruments, designed for different purposes. A sundial is an instrument designed for a specific place on earth and permanently installed there, on which the shadow of one of its parts indicates the hour of the day (as the sun rises and makes shadows). A compass is an instrument used for navigation. It includes a free-floating magnetized component that, when held horizontally and still, aligns with the Earth's magnetic field and points roughly north. The sun compass is a portable sundial attached to the compass by a hinge. There are several adjustable feet that need to be used to level the instrument if it is not on a level surface. The gnome is hinged and needs to be turned upside down to lock it in place. There should be something like a protractor on the hinge to the right of the gnome. This also needs to be turned upside down. A protractor is used to set the sundial to the correct latitude angle. The compass should find true north based on the magnetic north declination of the area. Once the instrument has been aligned, set to the correct latitude and true north, simply watch the shadow the gnome casts on the sundial dial. For those in the southern hemisphere, it's the same, except you'll want to find true south instead.
