The fabric absolutely does not match the fabric in the photo. It does not cinch the waist because the fabric is not stretchy at all. In the photo, the cinching is probably due to stretch properties. And the waves of the upper cape are just like with silk fabric. Here it's cheap, plain synthetic curtain fabric.
